The Virginia Department of Health Tobacco Use Control Program (TUC) worked with the Virginia Department of Mental Health, Mental Retardation
and Substance Abuse Services (VDMH) to increase awareness of the laws prohibiting sales of tobacco products to minors. TUC asked Cahoon & Cross
to create and implement a media and direct marketing campaign targeting retailers and parents to curtail tobacco use among minors.
Spreading
The Word: “No ID. No Tobacco. No Excuses.”
Cahoon & Cross designed a multi-media campaign to inform Virginians that sales of tobacco products to minors was against the law and could
result in substantial fines to retailers. Billboards, transit signs, posters, stickers, decals and brochures were designed with the slogan: “No
ID. No tobacco. No excuses.” Cahoon & Cross also produced coordinated radio commercials that asked parents to encourage local retailers
to observe the law. View Collateral
Keeping Tobacco From Minors Is A Major Success
The campaign kicked off with the Secretary of Health and Human Resources unveiling the materials at a press conference. That evening, the campaign
was spotlighted in television news and appeared in the Richmond newspaper the following day. Later surveillance research revealed that non-compliance
among retailers had decreased by 7%.
